Surveillance. By law, Security Guards that work for private companies are still considered civilians. Meaning, in this situation since no one's life or health was in danger, the security guard would be cited for assault if she layed a hand on the man.

No. The government puts these laws in place specifically so civilians DONT get involved. If a civilian tried to step that man, he could have a weapon and use it on the civilian. Police are trained to handle these situations, not civilians.

IF the suspect is being violent, yes. Otherwise, no they cannot use violence against non violence.
