I honestly don't think he has the power to do this, regardless of beliefs. You cannot simply tell people they cannot exercise their religion. The Bill of Rights does not have a means to suspend them.

Your rights end where my rights begin. It’s my right not to be infected by the next Herman Cain because some motherfuckers don’t want to wear a mask WHILE they’re exercising their right to practice religion.

You do not have a right to not to be infected. You have the right to take numerous precautions to avoid infection, including not attending religious events that you feel are unsafe. Others have a right to attend those events. Your rights end where their rights begin.
