The first 18 seconds aren’t related directly and the first tear gas was sent off about 7-8 seconds into your actual footage ~0:25 or so. Where is the footage prior showing no provocations or warnings?

There was a citywide curfew in effect following several nights of rioting. It was illegal to be out after 8:00pm. No one can credibly claim they didn't know that. Journalists used to understand there were dangers involved in covering dangerous situations.
