The infrastructure wasn’t really in place to support online play in ‘99. Always on high speed internet was still novel. Also, the exhaust fan was on the bottom, meaning the console had to be turned upside down to avoid overheating during long play sessions.
Universities had campus to campus gaming in the 70s. The games were simple and access was extremely limited. Some people could play, sure. But by and large is was a feature most people couldn’t utilize.
The infrastructure was there, hell it worked well enough to run Phantasy Star Online without any problems.
Maybe for you. Not for most.
