My tip for u is to have a jacket with many pockets that u can stuff things in + they usually dont weight your laptop bag (depending on airline) I literally dragged extra 5 kgs with me on my body every time I do baggages weight, then I stuff stuff back into carry-on after

I've seen all kinds of things at the airport while working there and mostly haven't seen anyone get in trouble for it unless the flight is really full, which ours likely isn't gonna be, but most of those flights were also lufthansa

Yeah usually ppl working at counters dont want to be stingy assholes, these days it’s more about circumventing the self-checkin/self-weight machine

I suggest using only one piece tho cuz every empty luggage already weights like 6-7kg. Also just use a for 30kg suitcase, the measurements are standard.
