Perhaps it's time to increase standards. For instance, in order to sit for an exam to become a police officer, one has to have a degree from an accredited university. Raise standards, raise the quality of candidates.

I’d think urban warfare camo would be grey or asphalt black ( you know, the two primary city architecture color. Desert patterns just look stupid in this milieu
