1. The photo is a fake 2. California has always led the way in reducing emissions. If it weren't for them, we'd still be driving lead-fueled pollution-spewing machines.
California still gets over 40% of its electricity from fossil fuels, despite having spent enough on renewables to have gone 100% CO2 free nuclear. It's like they don't really want to solve their emissions problem.
