          Stage 2 begins two weeks after 60 per cent of Albertans have got one vaccine dose. Could hit that mark tomorrow, so Stage 2 could start in mid-June.           Then, the final stage kicks in with 70 per cent vaccinations (no hospital benchmark). This will make the ban on indoor social gatherings "history". All restrictions will be gone at this point, and there will just be some isolation requirements.

          Nothing much new here at the moment, waiting for questions from media. Some points I'm seeing get raised now, though: This is not a regional plan, the vaccination numbers are province-wide so it won't matter if one place has lower numbers. Also only accounting for first doses.

          Questions now. @BillFortierCTV asks for clarification, on why this isn't a regional plan. Kenney says this is about protection of the overall population of the province, "that's the science behind herd immunity," he says. Will target low vaccination areas to boost shots.

          Kenney says some areas may show lagging numbers due to age of residents, so if there's a lot of people under 12 then their rate may be lower. He also doesn't want people to start shaming certain communities based on these numbers.

          Shandro says public health officials have looked at this as well, while there may be regional differences it's more important to look at the overall population numbers. Kenney adds this is about reducing pressure on healthcare system, overall cases are lower then it's good.

          Kenney says they have looked at other jurisdictions, where they went further with reopening even with fewer numbers of people vaccinated. Kenney says about 14 per cent have immunity for various reasons not related to vaccinations, so protection may be even wider.

          Adds about 9 per cent of eligible population has received a second dose. Near the end of June, Kenney expects first dose demand to go down and then second doses can be given out. Key metric they're using (first dose) has more analysis underneath, like natural immunity etc.

          Kenney comparing Alberta to Texas, where restrictions were completely lifted with low vaccination numbers. He says they have seen numbers continue to fall, so the extra safeguards in Alberta should be a good omen. Says it would be "unprecedented" to see a surge w/ 70% vaccinated.

          Next question, @LiciaCorbella asks about the long gap between doses, how can these reopening decisions be based on science with that factored in? Kenney says Alberta is leading Canada in second doses right now. Adds studies show first dose gives lots of protection still.

          Kenney says some other studies show that waiting between doses hasn't reduced immunity, and again we'll see more given out in late June most likely. Again mentioning "natural protection", says that accounts for 14 per cent of population (where's that coming from?)
