Congress committed 91 B$ is Puerto Rico after Hurricane Maria. P. Trump blocked it. In the 1st 18 month after Maria, 1.5 B$ slipped through to FEMA. Now Trump sends another 13 B$. Total 15% of committed $. That's like leaving a tip without paying the bill.
And about FEMA, it is and long has been a funnel for "No Bid" Contracts. Contractors have skimmed 99% off the top. E.g. Katrina 2005 contract for labor to put blue tarp in 9th Ward rooftops: $100 per square foot. Actual labor cost $1.
