These are essentially structural changes at the Federal level. They provide the framework for assuring that bad cops can be effectively prosecuted. Far more fundamental changes are required to assure that our prisons are for rehabilitation - not-for-profit slavery and abuse. [4/7

Far more fundamental changes are required to transform our Police Force into a Police Service. Begin by requiring 3-year training meeting national standards for certification to be an LEO. This would be a national registry of individuals qualified to serve as LEOs [6/7]

These changes are neither cheap nor instantaneous. But they are far cheaper than the problems they address. And can be implemented in ar less time than the problems have persisted. [7/7]
