How much actual asymptomatics are actually being found and how much is due to cross-reactivity issues with antibodies to far more common coronaviruses? several of the testing kits seem to have this issue.

I haven’t seen any evidence of this, apart from a likely lawyer-driven statement in the package insert to protect against liability for someone acting recklessly after a positive result.

Supply everyone with N95 respirator masks. Test everyone entering a congregate care facility every day every time for COVID-19. CDC recommends against N95 solely on shortage. Now there are plenty of masks available.
