Like the majority of Americans, I have an immediate family member locked up behind bars. My dad is in prison & at the age of 75, he is high risk for the virus. So, there are 707 per 100,000 in the system. Which means that there are 999,293 per 100,000 who aren't. How does this support Boudin's claim that a "majority" of us have family members in prison?
