    Why is this taking so long? Philly election officials have essentially finished processing the ballots that can be easily scanned. Now they're dealing with ballots that require more attention - signature issues, dating issues - and scrutiny before getting processed.

    Philadelphia has approximately 35,000 - 40,000 ballots to process - a mix of provisional, and mail-in that need more thorough review.
