He flew Wizz Air - they don't sell connecting flights. So he had to collect his bags, exit customs & check in again. Bulgaria requires ALL arrivals to quarantine for 14 days. He's broken BG law by not doing so before boarding again. Only connecting transit passengers are exempt.
