Either the bishop misspoke, or Father Martin misquoted him, or the bishop is deliberately misrepresenting Church teaching.
Whatever the case, the manner in which Fr. @JamesMartinSJ—who certainly knows what the Church *actually* teaches here—presents this quote is very troubling

The Church sees you as a unique, lovely child of God, and has one desire: that you come to know God more deeply—that you become a saint. We all have crosses to bear, and for some that cross includes disordered sexual desires.

But disordered sexual desires are not who you ARE. You ARE a person made in the image and likeness of God, destined for perfection in and through cooperating with grace God freely gives to root out concupiscence, so that you might be truly free.

Re-read the Catechism article on Chastity that I linked above.
