  I think the "delay election" part was distraction. The key part of the tweet to focus on is "the election will be fraudulent". Meaning "Barr can overturn the results".

  The last sentence in the tweet seems to be a subtle call for his supporters to create enough chaos before the election to enable him to declare a national emergency that justifies his staying in power. I suspect he had Stephen Miller or Sebastian Gorka write this for him.
