Apparently the report narrowly defines "collusion" as something Trump did with his own pen. Circumstantial evidence is not accepted.

*Breaking News* Everybody knows they met with some Russian woman who claimed to have dirt. It wasn’t organized collusion as Mueller was quoted. Sorry about your inevitable drop in book sales but it’s probably time to find a new topic to try to profit off of.
