Trump has had every opportunity to make a legal case for fraud and he’s failed. Thune should be saying that contesting the vote on the unproven belief of fraud is a violation of senators’ oath of office.

It is a "constitutional maneuver" in the sense that it is being wielded to overturn the results of a democratic election.. i.e a coup. You can use "constitutional maneuvers" to effect a coup.
