Suppose the president issued an executive decree limiting the things congress could legislate in regard to. (More extensively than the limitations already in the constitution.) They would go crazy. The powers of the executive branch are spelled out in the constitution.

Congress is attempting to substitute their opinions for the language of our founding fathers in the constitution. The president needs to tell congress to put its "War Powers Act" where the sun does not shine and take the matter to the US Supreme Court.

If any president exercises his authority poorly, the remedy is in the hands of the voters in the next election. If the president does anything unconstitutional, the only remedy open to the house of representatives is impeachment.

Congress does not have the authority to impose additional restrictions not found in the constitution; nor should they. Such partisan efforts to "get" President Trump will hamstring every future president of either party.
