They are actually somewhat rare in NYC - they were illegal until 1997 and most older buildings still ban them due to plumbing concerns.

No one in my family had a garbage disposal and I didnt have one until I moved into my first apartment but I always knew exactly what they were as a kid. It really does seem like she is trying to play the poor card.
