    It would be a mistake IMO to view XXI invocations against Russia as raising concerns about abuse of exceptions or risking a slippery slope. While greater procedural safeguards might be wise in general, surely the invasion of Ukraine is w/I the core of what XXI is designed for.

    This was a great event. My chapter, Noncompliance as Lawmaking, argues that noncompliance (NC) as lawmaking differs from NC as cheating, describes 4 factors that predict when NC will work as a lawmaking tactic, and assesses its normative implications.

    $3.5B has been put in a fund designated (through an OFAC license) "for the benefit of the people of Afghanistan," controlled by a designee of the Sec. of State (12 us 632). Presumably, the designated person will not be Taliban and will administer the funds as the DOS wants. 2/
