I’d love to see an open social network with no central moderation, but the ability to create and share hierarchies of karma, post tagging, blacklists, and whitelists with full transparency. Let users choose which filter bubbles, if any, they want to reside in.

I share your beliefs on this subject. However, it seems paramount that there be a mechanism to remedy situations where an individual or groups rights are being trampled that does not rely on group consensus. After all the majority may not care for your privacy.

Maybe these decentralized lists could be maintained outside of the social network apps (i.e custom twitter client that reads web source). This would not prevent pre-filtering by social media corps, but could go a long way towards increasing info quality. Nice idea
