Windows 10 S actively blocks all non-Windows Store applications, and users can't opt out. Your only option is a $50 Windows Pro upgrade.
That's seriously their plan? They're taking the main reason people use Windows, and replacing it with the reason nobody uses their phones.
Namely, there's a lot of stuff you can run on Windows, and pretty much none of it come from the Windows store.

Windows 10s devices can't be so secure that it can't be replaced either with real Windows or Linux.
So, I sort of get their strategy if you think of education as "primary school" where most of their stuff is browser.
It doesn't make sense no matter what. A browser works fine in a machine that supports desktop apps. UWP is a plague with no infection vector
