I think building a new engine would be easier than cloning UE4 and implementing all of its behavior backwards-compatibly.

Actually i mean building a new engine based on UE Core but for example integrating Havok for physics.

Several teams did that successfully with UE3. It's a significant effort but is doable.

Very interesting Tim you are saying that UE source code is so complicated to modify it would take too much time....

any significantly large codebase has challenges changing core systems. Unity would be in the same boat.
