Epic has supported modding since 1998. Many of us started as modders. We strongly believe all platforms should be open to mods.

Did you change the UE4 licence so developers can ship the editor with their game? That was what made UT a modders paradise.

The UE4 EULA supports moddable games with the editor and C++ source distributable through GitHub and other Epic channels.

Then I'd have to build any customisations as a plugin against a specific binary release to make sure modders could run them.

The UE4 approach supports full C++ redistribution, commercial modding, and marketplace, but requires UE4 EULA and account.

You're right though, the setup is tricker than necessary. Could maybe support everything but C++ source seamlessly.
