That is one hypothesis. Another is: They tried closing Windows all at once, failed, and are now closing it slowly.

Literally no evidence to support that claim. Have never tried to close Windows at all, and aren't now.

Windows RT only supported Windows Store, and blocked win32 apps except for Microsoft's own.
