UWP just means portable across OneCoreUAP devices. Xbox, PC, HoloLens, etc.

It's not locked to the store. The store is really important to the ecosystem but non-store on regular PCs isn't going away.

I do think it's disingenuous for Microsoft employees to publicly opine that it'll remain open while execs refuse to commit.
