It's not locked to the store. The store is really important to the ecosystem but non-store on regular PCs isn't going away.

Please define "isn't going away". Does it include disabling open install by default with a setting to enable it? A paywall?

That was Microsoft's explicit plan and intention as of Windows 8.1, and execs still refuse to make real commitments otherwise.

It wasn't though. For Windows RT tablets, sure. But that whole plan didn't exactly last long.
