That's true now. It wasn't true for the first 2 years of WinRT/UWP. Will it be true in the future? Who knows?

Right now, Microsoft needs developers onboard now so Windows Store and UWP gain critical mass among users.

Hence all of the spin and happy talk about openness, but a complete lack of any substantive commitment to it.

Updates aren't any more forced than literally every other OS. Driver signing has been around a while.
