Consistency is unaffordable when available bandwidth per-frame is insufficient for a full delta update.

Absolutely true. But if you transform the problem into "how can I make full deltas affordable" it is solvable.

It's definitely not a cure-all. Delta compression, PVS filtering, etc, doesn't help in the worst case.

In this case, you need to do a partial update prioritized by gameplay importance.

This is definitely one option. I've done it this way for a long time too. Learned a better way.
