I thought it was Epic's decision to not put Fortnite on gplay so that they don't lose revenue on purchases. Not saying it isn't scummy to take 30%, though.

I don't know if they are better or not, but from 12% to 30% is a huge difference. From that pov they are better, for developers at least.

It depends. We don't know particular agreements between all publishers and developers. More for publishers could be more for developers.
