There are no other platforms with 90 million users. Steam controls the PC digital distribution market through Steam key resales, which force users on the Steam platform. I'm not saying anything they are doing is wrong. But almost all games sold for PC have steam sdk integration.

GOG Connect uses Steam's API to validate a Steam user owns a game. Should be possible to at least issue Epic Games for games people own on Steam with the getOwnedGames API. For the reverse, there's an API for distributing a Steam key directly to an account.

Biggest challenge is probably ensuring people don't use ownership on both Steam and Epic as a way to have/play multiple copies of the game simultaneously or something if someone was sharing one of their accounts with another person.

This is a hilarious lie. Steamworks API literally offers all you need to do this. You could literally have people log on Steam through the Epic Store, verify game ownership and deliver a Epic key. All the systems are already in place, you're just not using them.

These features only work if you have Steam installed, and some Steamworks features only work if the game is actually run by Steam and not another store or launcher. This is not an open system.
