      The problem isn’t devs giving out Steam keys, it’s that Valve reserves the right to not provide keys to devs based on some very subjective criteria; see https://partner.steamgames.com/doc/features/keys …. Not sure how the key ecosystem can invest with those kinds of terms in place.

      "we ask that partners use the service judiciously." Is asking steam to provide service for another store exclusives makes sense? "It is important that you don't give Steam customers a worse deal." And more rules that shows that a store can care for its customers.

      That’s actually a huge problem right there. Consider a $30 game which is sold through Steam, so the developer gets $21 and the store $9. If that developer wholesaled to http://itch.io  for the same $21, they’d resell it for $23.33. Those TOS don’t allow that!

      Hence those TOS prevent developers from working with key resellers with lower than 30% fees so as to pass on the savings to customers.

      "We reserve the right to deny requests for keys or revoke key requesting privileges for partners that are abusing them or disadvantaging customers. If we detect that you have requested an extreme number of keys and you aren't offering Steam customers a good value, we may deny."

      I had to shorter the text, however, it's still quite clear. Valve's terms are simple, Tim. They want Steam costumers get as much as a good deal. They can keep selling on http://itch.io  but they have to promote a sale often so steam costumers aren't on disavantage.

      Even then, Tim talking about "passing the savings to the customer" like he constantly does passes savings. Yet Borderlands 3, an Epic exclusive still costs 60 dollars. Control, 60 dollars. Outer Worlds, 60 dollars. What savings?

      It wouldn't even make sense for them to "pass the savings", what's the point of complaining about the 30% if you're gonna earn almost the exact same with 12% but a lowered price?

      There’s a supply-demand curve, so the developer would sell more copies at the lower price and, since they’d be making the same amount of money per copy, earn more money while gamers got a better deal.

          Consumer prices and store fees are the two main axes of competition here. By setting a high store fee, and preventing developers from passing savings from other stores’ lower fees on to consumers through lower prices, Valve’s policy hobbles competing key sellers.

          The only two EGS games that have costed less to buy are Metro: Exodus & WW Z. And that's 2 games out of a catalogue that's how big exactly? So it's not really worth mentioning to be honest. Every other game costs the same as Steam (sometimes more due to poor regional pricing).

          I suppose that's fair if we consider the fact that they do indeed get higher sales, but how likely is that to happen in the EGS? I don't know the sales data so obviously I can't judge how things are, but wouldn't the devs earn more if they sold on Steam for 60 then?

          I'm taking into account the fact Steam has a much, much bigger and established user base compared to EGS, so if they weren't getting guaranteed sales revenue on top of the 12% cut, would they really be taking the deal? It just seems like a risky move financially otherwise to me.

          That is an overly simplistic take on the S&D curve that doesn't take into account things like price elasticity. Looking at real-world examples shows that there is not a corresponding decrease in price when games move from a high-fee store to a low-fee store.
