Dunno why you're so concerned with claiming it's dead -- it's alive, but the rate of transition doesn't need accelerated while there's no UWP-only hardware targets. So the focus is on improvements and building the talent pool instead of the same sort of immediacy.

The concern I stated was with 2016 Microsoft using UWP as cover for blocking competing stores from running, as Windows RT did. That’s now over thanks to Satya, Phil, Alex & team’s great efforts.

Out of curiosity, has Epic looked into the possibility of distributing appx packages from its store?

Looked at this a while back. Installing appx packages is even easier than win32, but it’s not a priority for the store because games are predominantly win32.
