It’s Complicated. We’ve released support for file preloading which is sufficient for some games, but we aren’t certain it’s up to the demands of a blockbuster like Borderlands.

Randy never assured anyone, he said he would bet it would be , because if it wasn't it won't be a good look for epic. Not defending any of it , but he never did guarantee it would be equal.

Would probably still have download a ton of data because of the infamous "day 1 patch" that is standard across all games these days unfortunately.
