I don't know how the controversy part, but if the game is available on all platform I don't see any issue. Now if it is en EGS exclusivity and use SteamVR I would feel like the devs using EGS for money and Steam part for features. But it would be more a devs issue this time

It's because it's ironic that a bought exclusive would need a different store installed to use one of its features.

Steam client doesn't have a SteamVR feature at all. SteamVR is a stand alone system not in the Steam client. SteamVR for HTC/Index is the same thing as graphic drivers are for video cards.
