According to multiple articles, the policy that Valve may reject key requests was due to a rise in fraud where some developers would request an abnormal amount of keys for their games. The rejection would only happen if the request seemed fraudulent.pic.twitter.com/G3A8Wikw5L

The stated policy isn’t limited to fraud. Then there’s also “We reserve the right to deny requests for keys or revoke key requesting privileges for partners that are abusing them or disadvantaging Steam customers”. What does that mean? You can’t sell keys cheaper elsewhere?

Of course Valve has every right to set its policy for keys. But all of these posts saying developers can do whatever they want with keys and keep 100% are misleading, as they key requests can be denied for any reason or no reason.

What I don't understand is how the situation with Shenmue III is different from Metro Exodus, where Steam keys were still granted to those who pre-ordered it there, despite it being a one year exclusive on the Epic store.pic.twitter.com/FFnknOH6od

Our understanding is that Valve no longer allows developers to offer Steam keys if their game isn’t being released simultaneously at launch on Steam. If they allowed this, then everyone involved including Epic would be happy to pay Valve 30% for Steam keys for backers.

I understand as much, but so far we haven't seen Valve, Deep Silver or Ys Net make any statements confirming such a policy is indeed the issue here. And unless I'm mistaken, you've also not received 100% confirmation that Valve is indeed enforcing such a policy?

That’s right. Sorry, it’s a complicated situation for partners who are caught in the middle of this. There was supposed to be a statement this week but it’s delayed as folks continue to try to find a solution.

When will Epic actually and 'honestly' start talking to Valve instead of just putting up walls around themselves? This is getting ridiculous. The only reason I haven't bought Borderlands 3 for example is I don't believe you will allow crossplay with Steam

And all these statements you keep making look even worse as it seems you didn't even bother figuring things out before screaming about it to the media and everyone else how "STEAM IS THE ISSUE" meanwhile now you're going "It's a complicated issue and we're going to talk later".

Epic has sought clarification from Valve. Valve has not responded. Partners have talked to Valve exploring the issue. Nobody has yet received any definitive statement of the policy or whether there’s a path forward. This is what I’ve said all along; see my Tweets & Replies.

From an outsider perspective, I'd argue the best solution would be for all parties involved to realize this was a bad idea, and to drop the exclusivity deal. I'm not even sure if that would be worse then paying 30% for the Steam keys.

You should stop with this nonsense, the only issue is you requiring the game not to be sold on Steam, give backers they money back or let the game be released on Steam on day 1, is not that hard.

What is so complicated? Just offer a refund or a Steam key in addition to the Epic one one year later, problem solved. You don't want to go for either options so of course it's impossible to find a solution.

The big and obvious question is: Why haven't you and your "partners" not figured this out BEFORE actually fixing this deal and upset backers. Now the damage is done. Everything you do is trying to shift the blame to Valve. We got that.
