Our understanding is that Valve no longer allows developers to offer Steam keys if their game isn’t being released simultaneously at launch on Steam. If they allowed this, then everyone involved including Epic would be happy to pay Valve 30% for Steam keys for backers.

We all can read what is stated in their policy. But what exactly is your point? It's totally reasonable that Valve will not sell keys for a game that is not distributed on their platform, because it is locked exclusively to another store. Anything else would make no sense.
