Why do you keep repeating this as if it was the only way? Look, it's good that you're willing to pay for the keys instead of demand them for free. But still, if Valve doesn't comply, saying "welp Valve doesn't want to!" isn't going to cut it. There are more possible solutions.

It seems that he was not asking about shenmue, nor trying to help them, he was asking steam if he could exploit their keys with his exclusivity contracts. He's rightfully so, invested in his business. Shenmue can burn to ashes, he wouldn't mind.

I doubt Kickstarter games will be flocking to your store after all this mess. Give the consumers what they want! Your brand is beyond damaged by this asshatery Epic has been pushing. What indie dev wants to be associated with that??

Indie devs that value more the short term cash injection than the most basic ethical values towards costumers, there are plenty out there. Shenmue 3 devs and Phoenix point are quick examples coming to mind. They'll exploit kickstarter for the 0% interest money.

There is actually no need to ask things they should know / be able to check out, epic games is both a developer and publisher selling games on steam. Unreal and unreal tournament games are on steam.
