You are lying: https://partner.steamgames.com/doc/features/keys … The only fact here it's you DON'T want provide Steam keys to people who paid for them 4 years ago before your store even existed.

I also wish to know what you say is unclear. The Crowdfunding section says giving backers (and crucially only backers!) keys prior to Steam launch is fine, and that generating keys needs a confirmed Steam distribution agreement which is also true as shown by its store page.

What this page doesn’t state is “to receive Steam keys, your crowdfunded game must simultaneously launch on Steam along with other PC stores”. That seems to be the policy Valve is enforcing with partners, though it’s not stated there.

I understand that there isn't a "clean" solution unless a special deal with Valve is achieved, which would be the best case scenario. But if that fails, is letting us choose between EGS at launch or Steam a year later not a good compromise? Certainily beats not having a choice.

First things first, I don't entirely believe Tim's "understanding" is fully honest. Second things second, that's exactly the solution I'm trying to advocate - as an absolute last resort - if it's the only way to escape Epic.
