Just a guess... but I bet that's taken out of the dev's cut. And the dev probably raises prices a bit to compensate. That's usually how that works.

And in large markets like Asia, credit cards are only about 13% of Valve's game sales. Steam Wallet cards and other cash options are much more expensive at 10-15%.

That GDC statement was misleading. Yes, credit cards are uncommon in Asia, but the major China payment processors carry fees of 2% and 3.5%, and those transactions are characterized as “cash” because they operate similar to bank cards rather than selling on credit.
