but what about when devs get to know about the deal way too late? Do they get 'forced' into any amount, even if small, since the publisher never communicated the deal to them?

either way, in the end, it hurts developers because for them to get enough money, they need to sell copies of the game. Less copies being sold due to exclusivity means devs lose and publishers don't since their amount is fixed
