There cannot be a monetary incentive beyond the revenue split to go exclusive. If they choose to go exclusive just because of the revenue split, it sticks it to steam and makes a statement. When you offer to pay them to go exclusive, it's a offer they can't refuse.

A good way to go about this without exclusives? Offer these games to customers at a lower rate than steam, people who are willing to use your launcher get a good deal and people who want to stick with steam will be happy. Exclusives are good for no.
