So why not improve the moderation of review system rather than removing them? How are the gamers going to discuss and ask for help with gameplay without forum and the devs are not helping proactively

A review system isn't for tech support or community assistance discussions. Almost every single game has dedicated community somewhere, as well as tech support assistance. Even the console platform holders have dedicated sections for this.

Any game that's opted-out will appear shady, if the game is good the developers shouldn't need to hide the reviews. Review bombs can be countered with a bar chart and warning message (pictured), letting the buyer know what happened, and if it should concern them. (1/2)pic.twitter.com/P01ms1M1Mb

(2/2) Gaming the system with fake positive reviews, is easily countered with a good, fast, and easy refund system. No questions asked, money back for the buyer, maybe even a possible "false reviews" reason when applying for the refund so it can be looked into.

So basically still no reviews lol. Steam may do very little, but it does provide tools (graphs etc) to help one spot these review bombs. Though steam probably should do more to let users now these tools exist. Your solution isn't even a better choice.

How exactly does Steam's graphs help curb or discourage review bombing? And how does it help the average consumer who just wants to get an honest (sans review bombing) general consensus on a game?

I honestly think this is a very bad move. Reviews protect consumers from shady developers whom you are giving the option to opt-out. It's anti-consumer and you should rethink this.
