Surely releasing software under a license specifying the terms under which its PERMITTED TO BE used constitutes consent for people to use the software for that.

I am talking not about licenses or about how the software is used, but social systems such as github and the conventions around "maintainers" having certain obligations to the community which springs up around their work (obligations not always clear when code is first posted)

The words of the maintainer who got scammed in the screencap above are interesting "i don't get any thing from maintaining this module, and I don't even use it anymore". so someone shows up and offers to take it over, of course they say yes.
