I have a vague notion that C++/WinRT exists for the same reason as Objective-C NSObject and Android JNI. BUT I DON'T KNOW WHAT THIS REASON IS! Can anyone explain?

As I understand it, C++/WinRT generates the wrappers from winmd files (using cppwinrt.exe). So it only works with an API that has a corresponding winmd. For example, legacy COM components don’t necessarily have one. So, there wasn’t a wrapper for DirectX last I heard.
