Compiler idea: Add option to ignore changes in comment blocks/lines when determining if a file needs to be recompiled. Comment quality and iteration time would improve. This could be extended to white-space and other trivial changes.

The AST might not have enough dependency information before the Semantic Phase has run. In fact Complier engineers want to move away from memorization and caching to contol complexity and memory consumption. (As mentioned in some CppCon18 talk)
