The string version is far clunkier than the Sexpr version for sure! But it’s no less expressive. This is not the case with, for example, C macros! They are strictly less expressive than a language with quote/unquote or eval because they can’t scrutinize tokens.

Okay, I'm mostly fine with that. (Small quibble: we don't know what the language's internal ASTs are, but if it has macros, which are expanded before generation of ASTs, then many strings can map to one AST, and the sources can't be recovered from "typical" AST representations.)
