Problem is that at least half of the mobile users don't realise that paid adds will pop up first on their search results. Seen from experience how much frustration it can cause to people or 'trick' them to install some random app. This is really bad practice.
So messed up on so many levels....

iOS App Store search ads allow you to exclude those who already have the app from the people shown the ad.
Meanwhile Apple are happy to deny website owners ad revenue with built in ad blockers while stuffing their own store app with misleading ads. Who cares when it's not your money?
