My point is that when they had the children, they did not have an intention or plan to be a burden to the system. Life changes. Cheating, abuse, disability, etc - many reasons put folks where they suddenly need a safety net. The question is how to be allocate the resources.

It's hard to meal plan if you have no storage, transportation, live in an area where stores have limited hours, if you work extended hours, if you have to limit overtime because your children have to be picked up from care, etc.

Depending on your resources and capacity, planning can be a luxury.

I'm not suggesting people lay around waiting for salvation. It's simply difficult to make and execute plans that require resources you don't have.
